Technical Project Manager

Aquent's Fortune 500 retail client is looking for a Technical Project Manager to work a 1 year contract to hire role on-location in Richfield, MN on the Carrier Activation Platform (CAP) team.
CAP supports the carrier/mobile framework used to integrate with 15+ mobile carrier partners (external) and 10+ Applicants Clients (internal).

Project Description:
We are looking for a technical, highly-motivated, extremely organized Project Manager to lead a team of IT resources in the successful development, integration and support of a multi-channel application. This resource should be creative, resourceful, experienced in Agile, and have lead programs/projects with multiple system integrations both internally in the company as well as externally with multiple vendors.

Position Overview:
The Technical Project Manager role allocates project resources, shapes priorities, coordinates interactions with clients and carriers, and generally keeps the project team focused on the right goal. The PM creates and maintains project plan that communicates tasks, milestone dates, statuses and resource allocation. Additional responsibilities include:
• Provide strategic project direction and guidance to the project teams.
• Provide day-to-day leadership and direction to the project teams including Architect, Business Analyst, Developers, QA and others (including off-shore teams)
• Manage the solution backlog needed to define/create detailed release plans, resource plans, detailed project plans and ensure compliance with financials/budgets.
• Provide approval to selected project deliverables, such as the business requirements document and stories.
• Identify possible work streams in the project, schedule, milestones and manage issues
• Develop iteration plans that optimize work streams.
• Facilitate business process design, requirements and other requirements in partnership with the project teams.
• Work with the PCM to identify budget/resource needs for the project.
• Identify detailed artifacts and deliverables and ensure artifacts / deliverables are being met appropriately.
• Ensure the project is completed on time, on budget and with desired results.
• Build team cohesiveness by leading, motivating and aligning team resources.
• Support the change management process. Track, assign, resolve, or escalate issues as appropriate to the Program Manager.
• Identify impacts to process, systems, stakeholders, etc.

Average Day includes:
• Day to day manage of the delivery team – to ensure project scope, scheduled, budget and quality is met and/or exceeded.
• Manage full portfolio – including application backlog, release plan, project plans, sprint plans and all deliverables
• Multiple escalations – manage raid log and ensure all challenges are followed-up in a timely manner for resolution
• Production or delivery team issues
• One stop for any product issues/questions

Skills Overview:
** The ideal candidate should have strong technical experience and knowledge, and/or may have started his/her career as a Developer/Programmer or highly technical Systems Analyst, - subsequently progressed into an IT Project Manager role.
• Comfortable working in a fast-paced 24/7 environment and can flexible with schedule in case there are production issues or need to attend offshore calls
• 5 or more years of IT systems experience in application delivery and management.
• 2 or more years of program management experience, focused on hands-on project delivery
• 5 or more years of experience in a leadership role with direct reports and people management responsibilities
• 1 or more years of experience managing and being accountable for budgets over $1M
• 1 or more years of experience managing highly technical projects, as well as multi-functional IT and business teams and stakeholders
• Willingness to work in a retail store for up to 2 weeks, if needed
• Ability to work early mornings, evenings and weekends, as needed
• Excellent written and verbal communication skills
• 2 or more years of experience managing Agile teams, or similar fast pace environment
• Product, Project and Delivery Management experience (Administrative PM will not be successful in this role)
• Technical skills (preferably developer experience) and/or experience managing high-level technical, product oriented projects and resources.
• Product and Application Development experience and skills
• Large Enterprise Experience
• Sense of Urgency

Preferred Qualifications:
• Prior IT experience implementing large scale IT development programs or other large program implementation in a dotcom environment
• 5 or more years of experience gathering business needs and creating into workable outcomes
• 5 or more years of experience in business process and/or technology implementation
• 3 or more years of experience managing third party vendor relationships and offshore development teams to achieve business outcomes
• 5 or more years of experience at a manager level or above delivering global IT capabilities for a multi-national company with annual budgetary responsibilities
• 5 or more years of experience at a manager level in a multi-channel brand business environment
• Multiple years of experience of delivering new business capabilities by applying system and delivery lifecycle methods and approaches
• Prior experience in working with organizational change management/leadership and process change management.
• Prior development experience

Software Requirements:

• Refactoring skills

• Candidate must have a strong personality, be able to take initiative, ask questions and make constant improvements and suggestions
• Must be able to voice opinion and take charge when needed
• Efficient; Ability to manage multiple activities/task that changes daily
• Produces high-quality work
• Excellent verbal and written communication skills
• Extremely organized and detail oriented, and can setup projects in a logical organizational manner and define just enough process for the teams to be successful.
• Comfortable with ambiguity and logically solves problems, but escalates as needed
• Drives teams to completion and consistently hits deadlines
• Strong presentation and customer service skills
