Our client seeks a full time experienced proposal writer to help build and expand the company’s business in the electronic monitoring industry, which is a specialty segment within corrections. This temporary-to-hire position fills a critical role within the company by crafting andsubmitting proposals to government agencies responsible for supervising offenders in the community with GPS, Radio Frequency (RF) and alcohol monitoring technologies.

These customers are primarily state corrections departments and juvenile justice departments, county probation departments and county sheriff’s offices. They supervise adults and juveniles in the community with varying classifications, including
parolee, probationer and pre-trial defendant who may be sex offenders, gang members, habitual offenders, substance abusers, etc.

Our client is an established vendor in the GPS/RF monitoring industry and its business portfolio has expanded significantly over the years. While a growing number of customers and their supervision programs are acquired through sole-source contracts, all of the agencies with large programs require a competitive bidding process. We have an extremely high retention of customers
through both sole-source contract renewals and when current contracts we won through a competitively bid
process must be re-bid since the contract has no more renewal options available..

Responsibilities
- Ability to read and understand all requirements of solicitations, along with qualifying it and
determining how our clients system and services meets/exceeds or does not meet the specifications.

- Manage the proposal response process from receipt of solicitations through production and
shipping of the final product.

- Define and manage the proposal response plan and implementation of it.

- Responsible for ensuring the submission of a compliant proposal presenting the company’s
offender monitoring system as the agency’s most advantageous option.

- Research, write and edit materials for proposals and technical reports.

- Maintain and manage the Open Records/FOIA process, which requires the proposal writer to
obtain technical data and information from competitor proposals/marketing materials, previously
submitted proposals by our client, independent observation, review with technical staff members
and/or studies of published materials and existing documentation.

- Maintain data on competitor contracts, references and monitoring systems.

- Translate technical information into clear, effective documents for inclusion in proposals, which are

reviewed by an agency’s technical and non-technical personnel.

- Design/write/edit tables, matrices, past performance descriptions and resumes for proposals. Edit
and standardize materials prepared by other professionals.

Preferred experience and skills
- B.A. in Journalism, English or Communication.

- At least three or four years directly involved with writing proposal content and the proposal’s
production – business experience including knowledge of business processes.

- Willingness to roll-up the sleeves, get to work and respond to and meet the workload,
particularly surges when multiple proposals are due within a short period of time of each other.

- MS Office (Word, PowerPoint, Excel) and other appropriate software for developing effective
and winning proposals.

- Turnkey experience with writing entire proposals, inputting edits after reviews are completed,
completing required forms and securing needed signatures, printing and binding final versions of
proposals and shipping. The only aspect of proposals the proposal writer is not responsible for is
pricing, which is provided to him/her by the Chief Development Officer.

- Design experience with graphics is a bonus, but not required.

- Professional writing experience required – preferably in a technical sales environment.

- Regular use of AP style when writing proposals.

- Successfully juggle multiple proposals simultaneously with tight deadlines.

- Industry knowledge and/or experience is desired.
