Proposal Consultant

This is a highly visible position that requires a professional demeanor and a high level of experience and judgment. We are seeing an organized, self-motivated person with a successful background as a proposal manager. This candidate will manage the end to end process for responding to and submitting proposals, Requests for Proposals (RFP), Requests for Information (RFI) and ad-hoc information requests for customer renewals and new sales. The Proposal Manager will be adept at project management, copy writing, relationship-building/communication skills, and research in order to work with a team of proposal consultants during renewal season.

Each Proposal Manager will manage multiple, simultaneous projects and need to balance a number of tasks and priorities. Proposal managers may work on their own projects or as part of a proposal team on larger proposals. As part of the process, Proposal Managers at various levels develop and communicate the information and the market positioning. Proposal Managers provide customer-centric answers to frequently asked questions, and review answers provided by all Regional Health Plans to ensure quality.

Requirements/Work Experience
Proposal Managers must be proactive and self-motivated. Good time/work management skills are also essential. This position works in a dynamic and fast-paced environment that is highly deadline driven.
• Renewal season is a 4-5 month span of time
• Must have the ability to work under client deadlines that must be met.
• The Proposal Manager role is responsible to take charge of RFP projects from start to finish, work under direction of other proposal managers, and deliver accurate, compliant and on-time deliverables.
• Projects will be broad in scope and commensurate with experience, but it is expected the Project Manager will develop and exercise additional skills in the course of completing projects.
• Proposal Managers must be proactive and self-motivated.
• Good time/work management skills are essential as this position functions in a dynamic and fast-paced environment that is highly deadline driven.

Responsibilities:
• Excellent interpersonal skills and be able to interact effectively with proposal team, consultants, executive account managers, national and regional underwriters, regional account managers, sales directors, and other internal and external customers to support on rate requests and Requests for Proposal from regional and National Purchasers.
• Use organizational skills to prioritize, coordinate, manage and execute RFP projects.
• Hold others accountable on established deliverables and deadlines.
• Research and/or coordinate research plans to pull content from various sources to craft final, tailored, customer-centric RFP responses.
• Identify gaps in content and request necessary information from internal partners.
• Develop and execute project plans based on existing best practices to complete RFPs, identify deliverables and set timelines.
• Contribute to and facilitate cross-functional, cross-regional teams to identify strategic and tactical issues, assist with creating solutions, and execute actions regarding National RFPs/RFIs.
• Provide regional health plans with a national perspective and content, and compare local answers.
• Contribute as a team member on large complex RFPs, switching between unrelated projects quickly and easily, while maintaining communication with project leads.
• Engage and manage a wide range of long & short term projects of medium to high complexity important to the sales & marketing business goals of the enterprise.
• Use software skills to format, prepare and edit proposal response documents.
• Assume other duties as assigned, including:
o Oversee the production of proposals and surveys
o May also provide support on updating Excel workflow spreadsheet, RFP production work, and conduct other administrative tasks for proposal production
o Accurately and effectively take notes from recordings of team calls

Functional Knowledge and Skills
• Relevant healthcare proposal writing and project management experience highly desirable
• Proven contributor on project management teams; RFP projects.
• Ability to identify problems, enact real time solutions, and work under pressure while maintaining communication with team members.
• Strong analytical and research skills
• Can consistently meet deadlines and be flexible, switching between unrelated projects quickly and easily
• Must have strong communication skills and be able to work well with others in a high pressure environment
• Healthcare background and experience on RFP software/database highly desirable

Basic Qualifications:

Experience:
• 3+ years of related experience AND/ OR one 1+ years of direct proposal management experience
• Marketing or proposal writing experience Marketing, research, or proposal writing experience

Education:
• Bachelor's degree or equivalent professional experience

Additional Requirements:
• Experience on PMAPS/Webpro or other RFP software/database
• Healthcare background and experience on RFP software/database highly desirable
• Proficiency in Adobe Acrobat, Microsoft Word, Excel
• Proven RFP Management background
• Ability to work under time-sensitive deadlines
• Excellent communication skills
• Meticulous in attention to detail
• Ability to work well in a team environment
• Self-motivated
• Good at problem solving
• Ability to work well with others and remain focused under pressure
