Proposal Manager

The Proposal Manager is responsible for the preparation of all assigned proposals, from concept through delivery to clients. With the necessary skills and vision, the Proposal Manager will meet the requirements of the customer and clearly define the scope of work and services to potential clients and to internal service providers. Proposals must be prepared in a timely manner and comply with internal review and customer requirements.

DUTIES AND RESPONSIBILITIES:
• Works with the Business Unit and Sales Manager to prepare a proposal plan that meets the objectives of the proposal budget and timeline.
• Work with business development and capture teams, subcontractor partners, and writers to develop win strategies and technical response solutions.
• Manages proposal efforts for multiple service lines (residential, commercial, government, archives, corporate, national accounts, etc.)
• Manages proposal kickoff meetings and debriefs on awards.
• Develops assignments and provides mentorship and guidance to fellow proposal writers.
• Writes non-technical proposal sections (management approaches, transition plans, past performance project citations, and key personnel resumes/biographies) and editing proposal documents for grammar, consistency, and overall message and themes.
• Ensures proposal are customer-focused, have a common tone throughout, clearly and accurately communicate the company’s relevant experience, technical solutions, project management approach, and win themes/discriminators.
• Reviews RFP and RFQ inquiry documents for special requirements.
• Distributes inquiry documents to subject matter experts to ensure timely and complete responses to pertinent criteria.
• Obtain assistance from other departments (customer service, client management, operations, purchasing, government services, human resources, accounting, safety, etc.) as required to prepare a comprehensive and professional proposal that meets company standards, pricing requirements, client specifications, and regulatory/industry standards.

QUALIFICATIONS:
• Degreed professional with equivalent work experience.
• Five years of industry experience with a minimum of three years project or proposal management.
• Previous experience managing proposals for commercial and government solicitations. Experience writing and editing proposal documents for federal government customers in response to requests for proposal (RFPs), requests for information (RFIs), and task order requests.
• Experience using SharePoint and CRM applications.
• Working knowledge and experience with preparation of budgets, schedules and cost estimates.
