The Instructional Designer II is responsible for providing consulting services and determining effective learning solutions to address knowledge and/or performance gaps in the target audience; also is responsible for prescribing, designing, and developing learning solutions. Works with project managers, design and development teams, learning managers and subject matter experts to conduct initial learning needs analysis, complete high level or detailed design, and storyboard (web-based training) that lead to solutions that enable our clients to accelerate change, drive improved performance and make more effective decisions. Serves as the key connection point between the Learning & Performance Solutions team and business or learning partners during learning solution design, development, and analysis, requiring that the ID II be able to build and maintain strong relationships across the learning function and with key business partners. Also expected to serve as a Design Lead when multiple IDs are involved.

Primary Responsibilities
• Leads medium to high complexity projects with multiple audiences, varying degrees of performance enablement, multiple lines of business, and/or innovative solutions
• Constructs learning analysis plans for complex, high-priority business needs, interpreting skill and knowledge gaps and synthesizing analysis from multiple sources
• Possesses in-depth knowledge of the consulting process and ability to influence business partners, drive consensus across multiple stakeholders, and gain buy-in for recommendations
• Analyze, prescribe, and design appropriate learning solutions employing more advanced instructional technologies and modalities including but not restricted to Electronic Performance Support (EPS) for on-line and paper-based references; video, and performance-enhancing technologies
• Develops evaluation criteria items that measure the effectiveness of each learning solution and the impact on the organization of learning solutions; is well-versed in different evaluation approaches
• Assists the Learning Solutions management team in driving increased efficiencies in learning solution development

Required:
• Minimum 5 years experience designing, developing, and implementing training programs
• Minimum 5 years of training and curriculum development experience in multiple delivery methods (ILT, WBT, structured writing practices, etc.).
• Bachelors Degree with relevant prior work experience
• Advanced ID skills and background, formal training/understanding of foundations of instructional design, translates business needs into viable solutions, experience in scoping, resourcing, and accurately estimating needs, established business acumen for LOB supporting, history of relationship building and influencing
• Expert tool user for creating learning plans (MS Word, MS PowerPoint, MS Excel)
